On the afternoon of February 5th, Provincial Secretary Lou Qinjian entered into Shenghong Petrochemical Group, investigating operation conditions of project construction in the company. Miao Hangen, chairman of Shenghong Group warmly received the team led by Lou Qinjian and reported the enterprise situation to them.

Lou Qinjian made an on-the-spot investigation on the production site of Sailboat’s alcohol-based poly-generation project which is of an annual production of 240,000,0 ton. In the central control room, Lou Qinjian asked in detail about the enterprise’s purchase condition of raw materials and production and sales condition of products and Miao Hangen answered respectively to each question and introduced the development course of Shenghong Group. He said ”Shenghong started from printing and dyeing in 1992, and with adhering to the industry-based and innovation-driven development idea, it has developed into an innovative high-tech industrial group with petrochemical, textile and energy as its main industries and more than three throusand employees after 25 years of down-to-earth efforts. In 2017, the sales revenue of Shenghong Group was over 100 billion yuan”.

Miao Hangen introduced that Shenghong Group took the initiative in 2010, focusing on industrial transformation and upgrading, moving north to Lianyungang, marching into the petrochemical industry, and trying to build a whole industry chain development pattern.

After 7 years’ hard work of starting a new business, Shenghong Petrochemical Group sprang up on a tidal-flat area. Currently, the overall investment has reached more than 30 billion yuan and the projects like alcohol-based poly-generation project which is of an annual production of 240,000,0 ton, PTA of an annual production of 150,000,0 ton, liquid chemical warehousing wharf, CHP and etc. have been built.

Miao Hangen expressed that the company was now grasping the historical opportunity brought by the superposition of three national strategies which were Jiangsu Coastal Development Strategy, Construction of One Belt and One Road Meeting-Point, and Construction of Seven National World-Class Petrochemical Bases to creatively create a green coordinated development  industry mode for the integrated three projects: refining&chemical, petrochemical and chemical fiber. Miao Hangen also expressed that the company planned to build a refining-chemical integration project containing oil refining with an annual production of 160,000,00 ton, arene with an annual production of 280,000,0 ton, ethylene and its downstream derivatives with an anuual production of 110,000,0 ton, equipped facilities of IGCC, 300, 000 DWT crude oil wharf, and storage area of 350,000,0 cubic metres and etc., and that the whole investment had reached more than 77 billion yuan.  

Miao Hangen said that Shenghong would keep its mission in the mind and would take the lead in the high quality development of Jiangsu with being a model in doing solid work and that at the same time it was hoped that the provincial government of the provincial Party committee would give more policy supports to the company to promote the enterprise to develop faster and better.

Lou Qinjian fully affirmed Shenghong Group’s new high-end textile industrial chain development pattern of developing from printing and dyeing and chemical fiber to petrochemical and refining&chemical. He also enquired people from relevant provincial departments about the handling situation of project procedures and some other matters. Lou Qinjian expressed that Shenghong Group’s industry pattern corresponded with the national request of developing economic with high quality and the provincial request of transformation and upgrading of industrial layout, and that promoting Lianyungang to develop with high quality was concerned with the overall development of the whole province and that relevant departments and units in the province should care about and support Lianyungang's development from a higher standpoint.

Lou Qinjian emphasized that the enterprise should attach great importance to ecological protection and further improve the level of environmental protection and production safety in the industry development process. He told the enterprise to pay attention to green development in the process of project construction and operation and pay constant attention to safety and environmental protection as they were the "lifeline" of high quality development of the enterprise.

Lou Qinjian pointed out that President Xi Jinping was very concerned about the development of Lianyungang and that we must keep in mind the instructions of the general secretary, implementing well a series of important spirits of instructions of the general secretary with relating closely to reality under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and that we should carefully implement the arrangements made by the Third Plenary Session of the Thirteenth Committee of Jiangsu Provincial Party Committee, strive to promote high-quality development and especially give full play to the supporting role of Lianyungang in the One Belt and One Road construction.
